Headline says: "Violence encouraged by government behind Philippine media deaths"

That's the headline as set out
here
. However, it's not what a casual reader might think. It's not the Philippine government is out actively encouraging violence against journalists, it's the
"culture of violence, encouraged by government inaction" is the main reason for the deaths of 66 journalists in the Philippines since democracy was restored in 1986..."
Oh, it's a failure to act. But wait, there's more:
It found that poor salaries put many journalists at risk; poor witness protection programmes resulting in the deaths of witnesses has contributed to the lack of cases being brought to trial and the country's "gun culture" has turned journalists into combatants.
Poor salaries?

Poor journalists.
