All 249 passengers and crew aboard were safely evacuated, the coast guard and the ship's owner said. It wasn't immediately clear what started the fire on the 10,709-ton ship, which left Manila on Tuesday and prompted U.S. service members, stationed in the southern Philippines as partof counterterrorism cooperation, were helping in the evacuations.
