A small, empty oil tanker exploded on Thursday off the Philippine coastline, injuring two people, the coastguard said on Thursday.I think the assessment is correct. This sort of accident happens on a too regular basis.
"Based on our assessment, it was an accident," Commodore Ramon Liwag, Manila area's coast guard commander, told Reuters. "We're ruling out a terrorist attack."
Liwag said two shore workers were doing maintenance repairs on the ship's bulk head when the accident occurred. The blast threw them several meters.
"We don't want to pre-empt our investigators, but the deadly mix of heat and vapors from the ship's empty containers may have contributed to the blast," he said, adding the ship's crew immediately put out the fire.
