Back to Kosovo - thinking ahead by the UNHCR
If Kosovo gains independence, the United Nations High Commission for refugees (UNHCR) has a plan to "evacuate" 70,000 Kosovar Serbs presumably reflecting concern that their presence may be a problem for the Kosovar Albanian majority as reported here. And I thought the intervention in Kosovo was to stop "ethnic cleansing."
Maybe under UN sanction it's called something else.
On the other hand, planning ahead is a refreshing change.
