Some more pirate fighting history
Over at End of Empire, Adeodatus has an excellent post that ties one of Lex's posts to the fight against pirates in the Caribbean in 1824 in an incident that suggests orders that say, in essence, "Go to country X and act in the best interests of the United States" have some limits... but ones you may only find out about afterwards.
