I am not going to edit or editorialize about this 4 Dec 2107 presentation except to note that there is a part in the speech about the dollar cost of the process of continuing resolutions for funding - some $4 billion since 2011. When people speak of "Pentagon wasteful spending" (and there is lots of that) it should be noted that taxpayer dollars are being wasted rather liberally by Congress in failing to pass a real budget.
